Perform a deterministic, evidence-backed code review that produces the same findings on re-runs of unchanged code, reconciled against a previous report when one is supplied. Use whenever the user asks to review code, a diff, a PR or a file, says "check for bugs" or "find bugs", complains that earlier reviews invented different bugs on the same code, or wants a review they can compare across runs, even if they never say "consistent" or "deterministic".
